Developing the state civil apparatus in a strategic way will certainly increase the human resource capabilities of the state civil apparatus in terms of having good skills, knowledge and abilities. The aim of this research is to find out in-depth information about efforts to develop Human Resources (HR) for State Civil Service (ASN) employees at the Raja Ampat Health Service, Southwest Papua Province in 2023. This research uses a qualitative research method which attempts to explain in as much detail as possible the research objects and problems based on facts obtained in the field, with a total of 8 informants. The results of this research are motivation for the development of ASN human resources for the Raja Ampat Health Department provided by both the government, leadership and family in the form of moral support, educational and training recommendations. There is development of ASN human resources in terms of education, namely providing recommendations for learning assignments to ASN, only at their own expense because there is no funding allocation for competency development through the education route. The development of ASN human resources includes training, both PIM Training and other efforts such as socialization and technical guidance which is in accordance with the main duties and functions, however the training is carried out outside the Papua province which has an impact on costs. Job rotation is needed by ASN for human resource development which can reduce ASN boredom with work and to increase knowledge and abilities with new duties and functions. The advice from this research is that it is hoped that the Government and the Raja Ampat Health Office will provide support for developing ASN human resources, not only moral support but also material support.
